A lifelong educator, Joe has served as a classroom teacher, school superintendent, and Executive Director of the Allegheny Intermediate Unit, one of the largest regional educational agencies of its kind.
Joe is the recipient of the National Association for the Education of Homeless Children and Youth's 2007 Sandra Neese Lifetime Achievement Award.
